Adblock Plus Welcome Page Keeps Popping Up.

I tried the solution that was listed about removing the file system but it just comes right back. I have tried to reinstall Google chrome and nothing has been working.

I have been having the same problem and have found the solution. First, uninstall the AdBlock Plus extension. chrome://extensions >> remove the entry for AdBlock Plus. Close Chrome. Then go to the following path (%localappdata%\Google\Chrome\UserData\Default) and delete the FileSystem folder. Now reopen Chrome and reinstall the AdBlock Plus extension.
