How I can make a public block list?

I want to make a public block list for Finnish ads blocking. What is the easiest way to do that?

Just make a textfile containing all the filters in Adblock Plus format, put it online and ask here Wladimir Palant to add it to http://adblockplus.org/en/subscriptions

You'll need a static address for the list and a dedicated heart for maintenance.

You also need a channel for people to report missing ads and false positives, preferably a forum.

Since ABP doesn't support permanent redirect (yet), the address of list must be completely and reliably static - no date or version info in file name, for example. If your list has a name, use that as file name.
