How I can make a filter for my language?

I see the web and I can't find how I can make a official filter for my language (Catalan - ca-AD).
I think than I must to make a list of excepcions and filter in a txt file, but how I can make it official?

And you also need a place to upload it so everybody can access it. Post the link here so we can check if everything's OK.
