A bit too much blocking?

I can't share a link because the site is on a private development server. I spent hours trying to figure out why 1 topic in a multi-topic redesign wasn't displaying any images. It turns out it was the folder name, "real_esate/outdoor_advertising/". The site is a Federal .gov that isn't in the filters but just because of the topic name, all images were blocked. I think I can rename the folder using the topic's acronym but won't be testing that until tomorrow. If changing the folder name isn't enough, it's going to be a major issue.
