On one hand Easylist and fanboy filters contain a lot of white list. On the other hand, I create my own filters to block.
Suppose I create a block filter which is in a white list of a subscribtion. Who will have the last word ?

Whitelisting, or exception, rules cannot be overridden, even by other subscriptions or the user's custom filters; it may be useful to allow custom filters to have a higher priority, much as CSS allows user styles to have priority over author styles.

You can disable filters from subscriptions, including exception filters.
However, exceptions in subscriptions are usually added for a good reason. Some sites will not work properly without them.
