Can't exactly block it, but can hide it
Add this line to your filters:

Thanks smk - that seems to have done the job.
If you're interested, it's a site for Polish people in the English city of Bristol. Unfortunately the owners seem to view the website as an opportunity to make revenue at all costs!

You can filter the Blockable Items list to only show external scripts. Then block them one by one to see if it helps the problem. Then open the script url in a new tab and analyse if it's safe to block or if it has something important.

smk, it is in the page itself - but it is hidden by default (because of the animated appearance effect). I checked that the page itself didn't contain any scripts that would refer to it and then just guessed which one of the included scripts brought up the popup.
