Because Modern IE doesn't allow extensions (and I presume Modern Edge won't either, only Desktop Edge), at best it would be akin to ABP for Android, without the intimate access to browser APIs that makes the ABP extensions work acceptably, and unlike on Android, we wouldn't even be able to take the tack of making a custom browser shell that blocks ads, because (IIRC) Microsoft doesn't allow that sort of thing.
