Adblock will not "take"

I need this stuff put in "adblock use 101". (I'm the kind that's lucky I don't blow this thing up turning it on) 
1) Is adblock free or does it only come with a free trial? The sites I've tried keep saying after a month that it's expired and to purchase it. But many people on yahoo answers tell me that it's free period & that any site that tells you to buy it is a rip off. True or no?
2) After it downloaded & installed OK twice (how I got a 2nd 30 day free thing I don't know), it won't work anymore. I've tried downloading & installing it on my I.E. (I think it's 8 ) and it shows that it's installing it with all the little boxes and icon thingies. But there's never any adblock sign on my screen anymore, nor does it run at all on youtube or anywhere. (It always used to.)
I was told by several people to go to adblockplus.org but it's not working from here either.
3) People keep telling me about chrome (what is that?) and to download it with that. Also they mention Firefox which I never use. If it worked before with my I.E. why not now? I see it listed in my control panel on the list of installed programs, so it must be there. It's also enabled on my add on's. What am I missing?
