Adblock Installation Failed in IE11

I am trying to install adblock plus in my IE11. Yet, it can't install it no matter how many times I click open it on my IE. It always fail. How can I install it properly without failing?

did you try the last dev version ?
en/development-builds#installation (see 32-bit or 64-bit for your system)

I tried it
it works but blocks nothing
I tried all the lists
