I have the same problem. Adblock Plus just stops working when using IE11.
Have uninstalled and reinstalled loads of time.
I believe it may have something to do with an IE update this month.
IE version:
11.0.9600.18124
Update version:
11.0.26 (KB3104002)
Win 7 Pro 64bit

Adblock Plus version:
1.5

Nothing has changed on my pc prior to or after this months windows updates.
No problems prior so would suggest that one of the updates released may be the cause.
Installed updates on 9/12/2015 were,
kb3108371
kb3104002
kb890830
kb915597
kb3108381
kb3099862
kb3109103
kb3108669
kb3109094
kb3102429
kb3106614
kb3112343
kb3108670
kb3112148
Maybe one of these has a known problem with Adblock Plus?
Also using Kaspersky Internet Security 16.0.0.614(d) with Spam and banner blocker not enabled.
Hope this additional info will help.

Did you try disabling / removing all other addons ? or resetting IE ?
You could also disable kaspersky temporarily to exclude some conflicts

Did all you suggested to no avail.
Am now going to remove Kaspersky and install Norton to see if that solves the problem.

Have installed Norton Internet Security and that appears to have done the trick.
Looks as though the Kaspersky Internet Security software may have been the problem.
Will keep this updated in event of further problems
