Using ie11 on Win8.1.
The problem occurs only occasionally, so something undiscovered is probably involved. Steps to recreate:
1) Use the "x" in the upper right corner to close IE,
2) Later launch IE again.
Result: IE launches partially but in a disabled state that does not do anything, won't open sites, does not recognize clicks on buttons. (again, this does not happen all the time)
The reason for suspecting ABP: when I then cancel IE (must use task manager for this) I notice that ABP is still running as a separate process. If I end the ABP task, then I can launch IE normally.
Conclusion: sometimes ABP is not cleaned up properly. When this happens I am unable to launch a functional IE, until I manually end the ABP process.
-edit- How do you determine what release of ABP you have? I can't find a help/about for it. Nor a faq. Nor a sticky at the top of the forum to tell me.
ABP not cleaned up when I close IE
Re: ABP not cleaned up when I close IE
Click on "Tools" or the gear cog, click "Manage add-ons".
Version numbers are easily seen in there.
Have you tried resetting IE to defaults & clearing cookies? Worth trying, might help.

Re: ABP not cleaned up when I close IE
Ah thanks for the version info. I am on 1.5.0.0.
I don't need to bother with cookies because it is easy to fix by just canceling the orphan adblock. I really don't have a problem, or at least I don't have a problem that I don't know how to fix. I just thought that someone might be interested so I came here to report it.
