This is an issue that's been going on for many many months, so it's not restricted to any particular version.
Environment is IE 11 latest build on Win7 64 bit pro with all latest patches and drivers.
I get the "Update Adblock Plus" pop-up, and click the Yes button.
The update installer popup shows for a fraction of a second, and then fails. Nothing breaks, but no update is installed.
I've uninstalled/reinstalled ABP several times, no change. 100% failure rate.
The only thing interesting about my system configuration is that I'm using Windows' Encrypted File System on some directories, but I'm NOT using it on any of the Temp directories or windows' temporary internet files folder.

I noticed this too. I have three HP's (two laptops one desktop), all running Win 7 Pro 64 and all with the same issue as you. Each time an update window appears at the bottom, I click "ok" to install. All I hear is the "error" sound and the window disappears. No update.
