ABP does absolutely *NOTHING*

I installed ABP Plus v1.1 build# 238 on my non-rooted vanilla Samsung Galaxy Note II. (runs Android v4.1.2)

The app does absolutely *NOTHING* and for some strange reason it says on the status "Ads are blocked on WiFi connection".

HOW can I make ABP block ads using the CELLULAR PHONE INTERNET CONNECTION?!?! They are *NO INSTRUCTIONS WHAT SO EVER HOW TO ACHIEVE THIS* on the ABP site nor in the app itself.
The only instructions that are written on the page is HOW TO BLOCK ADS OVER WIFI.

I am *NOT* using WiFi. I am STRICTLY using the connection provided by my phone provider. HOW do I block ads? What settings? Where? How?
These are some SERIOUS QUESTIONS that should be answered either by the ABP page or by the ABP app.
Why this isn't listed blows my mind. Leaving these questions unanswered seriously compromises the entire purpose of ABP.

such drama isn't really needed imo

In short: your phone must be rooted to block ads on all types of connection.

OK. In short, I posted the same problem on a _rooted_ tablet late last year, and got zero response. If you install ABP on a running rooted system, it will block both connection types...until the next reboot, at which point it will only work properly if you force-kill and let it restart. Something in the sequencing during startup is hosed on Android (at least on ICS+), but there doesn't seem to be a lot of momentum behind fixing these problems. ABP for Android is obviously an afterthought.
