Issues on Android 4.3

I recently upgraded my Galaxy Nexus from 4.2.2 (CyanogenMod 10.1) to 4.3 (CyanogenMod 10.2). Ever since, ABP has not been working properly. Before the upgrade it worked perfectly. I had the notification hidden, and I never saw ads. Since the upgrade, I can hide the notification, but after a reboot the persistent notification comes back. When I go into App Info, it's still set to be hidden, so I have to unhide then rehide it. More importantly, it rarely blocks ads anymore. Third party free apps which never showed apps before now show them as if ABP is not installed. Perhaps there was a change in 4.3 which will require ABP to be updated.

have you tried to uninstall and than reinstall the app?

I uninstalled ABP, rebooted, and reinstalled. It's still not blocking most ads, and continues to show a persistent notification even when set not to.

Adblocker is also not working on my Android 4.3 Nexus (2013 wifi only version). It may be blocking some but not all browser ads, but it is not blocking any game ads. Double checked settings. Icon invisibility seems to be working fine.

A little more info: This tablet is not modded at all and is not rooted.

I uninstalled Adblock Plus and installed AdFree and it's working with no problems. Ads are gone and there's no persistent notification. I'm pretty sure this is a problem with ABP on 4.3.
