How does WiFi config work for 3G/4G use?

I am a "noob" here. If I am "clobbering" anyone else's post, plz let me know?

My example is the "MLB.com - At Bat" app running on my Huawei Premia 4G™
HWM931. It has an ad banner [at least I think it is an ad banner] at the bottom. This still seems to be there in both WiFi and 3G/4G. I did the config exactly as described for WiFi. I was wondering about this specifically. And, in general, how does the WiFi config work for 3G/4G use as well?

ABP only works on rooted devices for your mobile data connection and in that case it will set up everything automatically.
