Recently I received warning that the page I was trying to load was blocked. It doesn't specifically state that it was Adblock that blocked it. I'm not even certain whether I have Adblock installed. Does it give a notification that identifies Adblock as the blocker? It isn't in Program Files(x86) nor Program Files.

That is an easy one to answer.
Click on 3 dots on top right of chrome.
Then hover over "more tools" and then click "extensions"
IT should be in that list and it should be turn on.
IF it is in the list and is on you should pin it to chrome.
To do that open new tab click on puzzle shaped symbol on top right.
IT will show you list and then simply click the pin beside adblock to pin it to chrome tabs.
