While browsing the AdBlock support forums, I found a response from Google that linked to an experimental tool for removing software that may be messing with Chrome: https://www.google.com/chrome/srt/

It ran super-quickly and found nothing wrong on my computer (then again I didn't have this NETWORK_ERROR problem), and then it opened a new tab in Chrome to the "Reset Browser Settings" page (which gives you the opportunity to cancel), because that's a common troubleshooting step.
There's a buzzin' in my brain I really can't explain; I think about it before they make me go to bed.

One thing that worked for me after trying all suggestions here and elsewhere concerning the downloading of large files not completing was to simply turn off Windows Firewall.
Don't know how it managed to turn itself on. I usually keep an eye on it. But it is insidious.
