cant install!

So i go to install adblocj plus and it wont let me. it tells me "software installation is currently disabled. So i try multiple things but find myself unable to fix it. i came to this forum and it tells me to make sure load images is selected. I did that and still i am having trouble installing the program. So i look this extension to delete it "staged-xpis" i dont have that extension. So now i am stuck. I dont know what to do, any help?
